Is Political indifference causing rubbish in Naples?

I really want to know why Naples is the city with the most rubbish bags and crap all over? This could be such an amazing city with its coastline, port full of bars and people and amazing historic sites, just like Barcelona or even Rome, but the amount of rubbish makes this worse than any third world country because poverty shouldn't be an excuse. Naples has a fame violence and its dirt, so why isn't anything done about it?

I drove by and it was incredible the mountains of rubbish bags there were!I really thought that people exaggerated but no they didn't. People burning them so they could try and diminish the piles, instead toxic waste is ready to poison all living things in this city.

Children play football along sanitarty products on the roads. People add to the rubbish because that what they once called their street is now a dumpsite.

Why doesn't the government at least try and do something new?

Berlusconi has got to stop chatting up birds and living the high life and face reality and concentrate on the real Italy.
And if it is the so called mafias fault, I want to know why the hell they like living in their own sh*t?

Naples is a city of Italy but it is its own World. There are no rules and everyone lives how they want. I witnessed many times going to a petrol station the attendant filling up my tank with a fag dangling from his mouth, I laugh but then I think to myself, "SH*T, I may get blown up here".

I want to say this is a lovely place to visit, and I think it would, as Naples shouldn't lose its authenticity and what it is famous for, but at the same time, we don't want to witness another plague....
